SAFER Earth was founded in 2025 and is funded by the Hatch Blue Program. We are headquartered in London, with collaborative projects emerging in Morocco, Chile and the UAE.
We're a company with science and engineering at our core and are following twelve years of pioneering R&D and independent pilot operations.
We’re now progressing towards joint industrial partnerships and applied system integration.

Raffael Jovine
Founder & Chief Executive Officer (CEO)
Raffael has spent his career working with photosynthetic algae, from under Antarctic ice to the deserts of Oman. Before joining SAFER Earth, he founded and served as Chief Scientist at Brilliant Planet Ltd.
He has also held senior roles in healthcare and consulting, including SVP at Clinerion and executive consulting positions at Capgemini and Booz & Co. Raffael completed a postdoctoral fellowship at Woods Hole Oceanographic Institution, a PhD at UC Santa Barbara, and a BS at Yale University.
He contributes to multiple marine carbon working groups and is the author of Light to Life.
Toby Boatman
Founder & Chief Science Officer (CSO)
Toby has spent over 20 years studying marine microalgae, with expertise in algal productivity, marine chemistry, biochemical engineering, sensor development, and system integration.
Before joining SAFER Earth, he co-founded Brilliant Planet Ltd as Chief Research Officer. He has also worked in industry developing bio-optical sensors for environmental monitoring and in academia on algal biofuel production.
Toby completed a postdoctoral fellowship in Biochemical Engineering at Imperial College London, following a PhD in Marine Biology and degrees in Marine Chemistry and Marine & Freshwater Biology from the University of Essex.

Raffael and Toby have a long-proven track record for successfully delivering multi-million-dollar research projects with international partners and funding bodies.
Notably, the UKRI-supported project, “Agricultural Growth using Remote-sensing, IoT, Satellite and Autonomous Telecommand Technology (AGRI-SATT),” brought together Schneider Electric, Platinum Engineering, the Scottish Association for Marine Science (SAMS), and the University of Southampton.
